The rollout will take place in three phases to provide vaccinations to a minimum of 67 per cent of the population in order to achieve herd immunity. It means that the majority of the population would be immune to the virus, indirectly protecting those who are not and making the spread easier to manage and contain.  The vaccination programme is a key intervention to mitigate the public health and economic impact of the COVID-19 pandemic. The rollout is being overseen at the highest level by the Inter-Ministerial Committee (IMC) on Vaccination, chaired by Deputy President David Mabuza.

The National Department of Health's Occupational Health and Safety Covid-19 Workstream are conducting a survey to establish the numbers of workers who might be vaccinated at their place of work or close to such place of work, and to establish which places of work may be in a position to offer vaccination sites.
